China pushes trade remedy rules at WTO, despite U.S. refusal to engage

China has offered a second proposal to update the World Trade Organization's trade remedy rules despite the U.S.' refusal to engage in that aspect of the rules negotiations, potentially imperiling an outcome on a fisheries subsidies ban by the WTO's December ministerial.
