China's first subsidy notification to the World Trade Organization on sub-central entities is incomplete and brimming with programs that appear to be prohibited by the WTO Agreement on Subsidies and Countervailing Measures, the United States stated in questions it submitted at the WTO on April 6 and circulated on April 7.
