Negotiators in Geneva on Thursday (Dec. 11) were struggling to pull together a last-minute deal on which products should be subject to tariff elimination under an expanded Information Technology Agreement (ITA), after it became clear that China would not yield to demands from South Korea and Taiwan to drop duties on flat-panel displays.
