USTR: No exclusion process for $200 billion in tariffs unless China talks fail

The Trump administration will not set up a process for products to be excluded from tariffs on $200 billion worth of Chinese goods unless U.S.-China talks fail and the tariffs are increased from 10 percent to 25 percent, U.S. Trade Representative Robert Lighthizer told Sen.
